Casualty / Civilian

This tab is activated by clicking the “Casualty” checkbox on the Basic / Response tab.  It is for a citizen that was injured in some type of fire.  (No other type of incidents will let you put a citizen in as a casualty)  In those other type of incidents, you would put them in as a person involved and show them as an EMS patient.
